Director of Community Development

Michael Cosgrove became the Department of Community Development’s Assistant Director in 2014, and since early 2015 has led the Department as Acting Director in partnership with the late Director Daryl Rush. In this role, he oversees approximately 70 staff members committed to improving the quality of life in Cleveland by strengthening city neighborhoods through successful housing rehabilitation efforts, commercial rehabilitation efforts, new housing construction, homeownership, and community-focused human services.

He practiced nonprofit law at the Thompson Hine law firm before joining the City of Cleveland Department of Law in 2002, where he worked in the Code Enforcement and General Litigation sections. Mr. Cosgrove joined the Department of Community Development in 2010, as the manager of the Neighborhood Stabilization Program and oversaw more than $40 million in federal grants to strengthen Cleveland’s neighborhoods.

Mr. Cosgrove received his Bachelor of Arts degree in Political Science from the University of Dayton and his Juris Doctor from Case Western Reserve University School of Law. He also earned his Master’s degree in Public Administration from Cleveland State University’s Levin College of Urban Affairs.  Mr. Cosgrove lives in the North Collinwood neighborhood with his wife Danielle and sons Jaden and Ellington.
